Yes, what you are describing is a known bug. We are working to correct this in an upcoming release of DPS Plugin 2.0 for Windows.
The workaround, for now, is as follows:
1.) Right click the DPS “B” icon in your system tray and select Quit
2.) Click your volume icon and reduce the volume to your desired starting volume level.
3.) Restart DPS (an easy way to do this is to type “Bongiovi DPS” into the Cortana bar and select it from the pop up list.
Doing this will ensure your volume starts up at the desired level.
