We have considered this.  Right now our plan is to have Music and Movie modes for all profiles just like 1.2.3 offers now.  Also, we are working on a new bundle format for profiles that will make organization much easier.  With this in mind, we still may implement your suggestion where Music and Movie controls are hidden for profiles that do not have those modes.  I can certainly see some applications where this would be useful.
